getting Icons to move on left hand side

The Task bar with the Icons on left hand side are hard to get to move I have 19 Icons over there for stuff i use all the time and getting to some of the Icons is a pain of running mouse up and down to get it to move . . WHY ? On 17 it worked okay . .

I mean the Icons went up or down with no problem just put mouse over the left hand side and move the list up or down by sliding the mouse up or down . . This version is hard to get the icons to move more than 1 or 2 icons at a time
