Alt Gr key not working after login in 18.04

I'm using Xubuntu 18.04. I have a USB siemens keyboard with italian layout, which uses the Alt Gr key to insert special characters like # or ~ when pressed in combination with other keys.

It worked fine until 17.10, but after the upgrade to 18.04 using the Alt Gr key doesn't work anymore, i.e. no characters come out of a combination. I found out that resetting the keyboard by disconnecting and then reconnecting it fixes the problem, but the changes only remain until I logout or reboot. Standby doesn't affect it.

I've tested this with two different keyboards and the results are exactly the same for both.

If you unplug the keyboard then plug it back in does it help?

actionparsnip, yes that fixes the problem as I said in the post, but that only works until I logout. After I log back in, the alt gr key doesn't work anymore.

Do other keyboards act the same?
Have you tried a different USB port? Have you tried a different USB type (USB 2/USB 3)?

actionparsnip, yes, I tried another keyboard and tried different ports, but all seem to act the same.

I will report this as a bug then.
