What make and model laptop?
What release of Ubuntu?
Do USB mice work OK?
Does the system have a shortcut or switch to enable/disable the touchpad?

Try:

sudo apt-get install i2c-tools

Then a reboot. Also check in BIOS to see if it's in advanced mode. Seems that package is needed to have the advanced mode on.
