Network autoconfiguration fails with multiple NICs

Good day Community,

When performing a Ubuntu Server 16.04.3 or 16.04.4 PXE installation, the installer reports Network Autoconfiguration failed. The server is configured with four network devices, one of which is connected to the PXE network (the other have no network connection). When configured with a single NIC, the installation runs properly. With multiple NICs, the installer attempts to receive a DHCP address on one of the NICs, fails and gives up, reporting the failure. My expectation is that the installer would attempt to receive a DHCP offer on ALL available NICs (this is how unattended installations of SLES12 and RHEL 7 perform), instead of giving up after the first failure. If I exit the installer and open a shell, I can receive an IP on the connected NIC using dhclient, but the installer continues to fail.

My question is, how can I update the unattended installation to support multiple network devices, some of which may not be connected?

Does the PXE start loading the ISO etc or does it need not get that far? At what point does it stop or fail please?

The failure occurs immedately following DHCP discovery. The UI shows that it's attempting to receive a DHCP offer on device enpxxx, and ultimately reports failure.
