my Screen is flickering on browser and system hang issue with ubuntu 16.04

My Screen is flickering when I am using the browser.I am using Ubuntu 16.04 on Dell Inspiron 15 laptop.bios version is 2.3.0
I run some Troubleshooting according to dell but issue not resolved.I also changed my RAM.please help.
I am also facing system hang issue when the system hangs then caps lock light blinks frequently.

Does the screen flicker when you are accessing the BIOS as well?

I am facing flickering issue only on browser(chrome and mozilla).i reinstalled ubuntu and browser but not resolved.captcha section,on YouTube when i played any video this is the scenario of flickering.

That may be a hardware and/or driver issue. Which graphics driver do you have installed on your system, Rahul?

According to the Dell, troubleshooting there is no issue in hardware.issue may be in software.
I am using `i915` vga driver

The driver is supported as far as documentation tells. It can safely be assumed that its not a Ubuntu related issue, but rather a hardware related one.
