I assume that you are talking about the Intel Fortran compiler.
This is software from Intel, subject to strict licensing regulations.
Maybe https://software.intel.com/en-us/parallel-studio-xe/choose-download/free-trial-cluster-linux-fortran helps.

(There is a free alternative for a Fortran compiler - gfortran - which is delivered with Ubuntu.)
