Laserjet 1020 won't print in ubuntu 16.04

I have tried for weeks to fix this problem, been to dozens of help pages and copied and pasted the lines supplied into Terminal as requested.
The printer shows up in Ubuntu and says it's printing, but it doesn't ever get past the print cue, just sits there forever.
My Laserjet 1020 works fine in Windows, but not in Ubuntu 16.04
Have tried the cups server route, HPLip and the Foo option, nothing works yet.
Have tried different printer cables, different USB ports, to no avail.

What is the output of:

lsb_release -a; uname -a; apt-cache policy hplip
