avahi-discover does not show _ssh._tcp record with non zero txt field

My router publishes a dns-sd record for a _ssh._tcp service with a non zero txt field. The txt field contains the string "daemon=dropbear". avahi-discover does not show this record. avahi-browse shows this record correctly. Is this a bug or by design?
