Reclaim admin PW, I bought from Best Buy

I bought and paid for the PC from Best Buy. Dell wants $250.00 to reset the PW. The PC cost me 264.00 (new) I am willing to pay for the service of resetting the PW (Dell is a thief) a reasonable price.
I want to install Ubuntu. It can not be installed without the PC Admin PW .
I have the Domain address of the cyber thief who hacked my PC.
I have inserted the Ubuntu install disk and it does not AUTOPLAY. I went to the F2 and the F 12 and tried to change the boot to DVD. The response is insert the Admin PW. No password "No Cookie"

Can you provide a screenshot of the password issue. Use a phone camera or similar.
You can use ImageShack, Dropbox public or another public photo sharing service to make a URL of the photo and post that as an update
Replying to the automated email and attaching an image doesn't work

This is not really an Ubuntu problem. You might want to install Ubuntu, but that is in the future.

What is your present Operating System?

Have you seen e.g. http://www.isumsoft.com/computer/how-to-bypass-administrator-password-on-dell-inspiron-laptop.html#way3

Way 2 seems like it might apply.

Hi Thanks! My present OS is W 10 The PC is Dell Imperion 3650. I didn't see where isumsoft addressed the Dell pw issue. I am 92 and a novice on the PC that may be the reason I didn't see it.

Isumsoft is for SQL instances, Office files and archives. It won't help you with Windows.

Are you booting to the ubuntu install media or are you trying to run an application in Windows to install ubuntu?

There seems to be some uncertainty about which password you are referring to.

Is it the BIOS password, which you do not know, or are you talking about some password inside Windows?

There are three PWs the system and user PWs these are in operation and effective. The third. The ADMIN PW CONTROLS OR LIMITS CHANGES BEING MADE to the operational structure of the PC BY UNAUTHORIZED PEOPLE (INCLUDING THE OWNER OF THE pc if he does not have the admin pw)
