UI very slow, display changes from top of the screen down, like a scan

This system was setup by a vendor, and right from the beginning, the UI has been slow. However, a week ago, it became extremely slow.
The xorg/lightdm process was pegging the CPU at 100%. Restarting the computer did not fix this. I updated the OS (apt-get dist-upgrade), which resulted in a faster system. xorg is no longer pegging the CPU.

But now the graphics system renders very slowly. Anything results in a big difference on screen, like moving a window, results in the window getting re-rendered by a horizontal line starting at the top of the screen moving down to the bottom. This is also true for video. They are unwatchable.
This is not running on a liveCD.
All the hardware info is found in the output below. It is connected to a 19" Dell LCD screen via a VGA cable.

In the "Linux" folder there is an auto-update.sh script to run. Run it prefixed with "sudo"

You may need to run:

sudo touch /etc/X11/xorg.conf

before running it. I don't own this video chip so cannot test. There may be guides online with this

Use the 64bit instructions. This will give you the 4.15 kernel which may help support your kit better. I'd go this way before updating the video driver

Thanks for your replies, and I'm sorry I didn't reply sooner.

I installed the new kernel, restarted, ran the update script from the Aspeed folder (as root) found in this folder:
Linux/x86_64/xorg78_6/
(I didn't know which version to use, so I used the latest one.)

It produced this:
ASPEED Graphics Family Linux XORG 7.8 driver update begin ....
ASPEED Graphics Family Linux XORG 7.8 driver update finished

I restarted, but the display is still lagging as before.
I tried using the LXDE desktop, but it didn't help either.
