libopenblas-dev 0.2.20+ds-4 (amd64 binary) in ubuntu just using 1 cpu when I run on Quad-core ARM® Cortex-A53

I have downloaded libblas-dev and liblapack-dev using this command:

 sudo apt-get install libblas-dev liblapack-dev

It is working but is so slower than the openblas libraries included in ARM Performance Libraries (www.arm.com/hpc "libarmpl_tl.so").
As I find out maybe the libblas-dev and liblapack-dev libraries do not use multi-thread (or neon command) as they are just using 1 CPU than 4 in compare with ARM libraries.

As using of ARM Performance Libraries is not free, (This evaluation copy is only valid for 114 days and has expired, please consult www.arm.com/hpc), is there any comment on how to use libblas-dev and liblapack-dev to get faster running time?
