how can I submit a feature request

How can I submit a feature request? If I go to

https://bugs.launchpad.net/ubuntu and click on "report a bug" (which I would tag a a feature request), it takes me to
https://help.ubuntu.com/community/ReportingBugs. That page is full of useful guidelines, but no actual form to file a bug/request.

(FWIW, I'd like the distribution upgrade process to tell me which 3rd party repositories were disabled, rather than just saying "some repositories were disabled".)

All PPAs are disabled during updates to the next release (or LTS release if you are going LTS to LTS).

I believe this is already a feature if you click the drop down in the window but all user added PPAs are disabled, leaving only the official Ubuntu repositories enabled.

Can you help with this problem?
