How to report a bug that prevents me from logging into Ubuntu

When upgrading from 16.04 LTS to 17.10 I was unable to login to Ubuntu and had to completely reinstall the system. How do I report such a bug?

Did you upgrade to 17.04 in between?
Do your file systems have free space?
Does your user own the entirety of its $HOME folder?
