Install Ubuntu with/without network

On one partition of PC I installed Ubuntu 18.04 from Ubuntu 18.04 LTS "Bionic Beaver" - Alpha amd64 (20171127) being NOT CONNECTED to network, on another partition of same PC i installed the same daily being CONNECTED.
The 2 installations are different, some packages are installed on the 1st install but not on the 2nd also after apt update-full-upgrade. On the install done WITH network video (totem) has a problem: https://bugs.launchpad.net/ubuntu/+source/totem/+bug/1721248
The packages flagged '[installed,automatic]' are installed only in the partition installed WITH network.
May You please explain the reason?

I suggest you report a bug. Bionic is not even in Alpha 1 stage so you can expect massive bugs and huge feature holes.

There's a checkbox during installation that will mark non-free content for installation. You system with network probably had that checkbox checked.

The problem happens with or whitout the box checked, both in Ubuntu 18.04 and Ubuntu 17.10.
More: the package causing my problem does not pertain to non-free like all other listed as 'installed,automatic'

How about if you disconnect the network so it's not useable at all?

As explained an my 1st post (may be I was not clear enough) i was disconnected from network - Ethernet cable disconnected and NO wifi on my desktop.
