It seems to me that the offending package is switchboard, which is part of elementary OS.
We cannot help with that.

Thanks Hampl.
Though I am unable to open any kind of manager applet/tool to perform anything after upgrading to 17.10 , so is this only issue with switchboard or is this a issue with the upgrade ?

What is the output of:

cat -n /etc/apt/sources.list

Thanks

I do not know what switchboard is and why it would interfere with the execution of gnome-control-senter.
The only thing I know is that it is not an Ubuntu-provided program.

Hi,

I have encountered a similar issue. I ran into it after having pantheon desktop stable installed in Ubuntu 16.04. I have updated to 18.04 and decided to use gnome. So I had to ditch pantheon.

Now it turns out gnome-control-center is a script wrapper for switchboard which is part of pantheon. Unfortunately, it remained installed but it does not function without the rest of pantheon.

The fix was very simple for me:
sudo apt-get remove --purge switchboard
sudo apt-get --reinstall install gnome-control-center
gnome-control-center

Enjoy!

To be more specific, the installation of pantheon creates this script, unlike the intended gnome-control-center binary which gets called instead of the binary. You may want to check:
which gnome-control-center | xargs cat
So I initially moved the script to another file before removing switchboard.
sudo mv /usr/bin/gnome-control-center /usr/bin/gnome-control-center.old

Then I removed switchboard and reinstalled gnome-control-center.
