Install stuck at downloading release files

I am trying to install Ubuntu 16.04 Server using a USB. During the install it asks for a site mirror to download release files. It has been stuck at downloading release files 100% for an hour. Is this normal, what do I do?

I suggest you install offline. Then update the OS once installed.
