This is a Harddisk Install graphics problem.

I suggest you report a bug. Artful is not ready and not stable.

Does Xenial install OK? (Ubuntu 16.04 LTS)

Yes, Xenial installs ok, Ubuntu 16.04 upgrade to 16.10 to 17.04. to 17.10 development branch through apt.
