lunch instance

I have openstack newton with a controller node and two compute nodes compute1 and compute2 when I lunch instances it lunches them on compute1 only and when I try to migrate with live migration an instance from compute1 to compute2 its OK but when I try to migrate from compute2 to comput1 nothing happen and the instance still on compute2
