what procedure is used to cooperate with upstream?

i wanted to know what procedure is being used to cooperate with upstream like kernel dev's and Mozilla
in general and in detail how (if) bugs reported at launchpad are being brought to upstream dev's knowledge?

Yes fixes are pushed upstream. Mark Shuttleworth talks about it a lot in his blog
