Suspend request reboots in 16.04

Suspend used to work properly and I cannot remember what caused it to change. However now a suspend request results in a immediate reboot.

Does the system have a make and model?
What release of Ubuntu are you using?

We need basic details about the system. You can't just tell us the issue

16.04 LTS 64-bit Desktop is the Ubuntu operating system.
The hardware is a Dell Inspiron with 3.8 GIB of Memory, a Intel Core 2 Quad CPU @ 2.40GHz x 4 Processor, Intel G33 Graphivs, and 980.1 GB Disk.

I rebooted to check the BIOS. It is Phoenix Award 1.0.12 dated 03/01/2008. Pretty old.

I think the problem is with Dell. The only way they support BIOS update is with MS Windows or DOS. I finally used FreeDOS and updated the BIOS. I doubt this covers the problems because there are also hardware driver updates. At any rate I can live with it not working.
