no tool bar after download ubuntu onto os free computer

I have downloaded the Ubuntu OS onto a computer I purchased from the sheriffs department who stated all I needed was an Operating System. After Ubuntu is installed I can see the background image but no toolbars are present. I have installed this a couple of times but still unable to get past the point where it has the background image and sometimes a box labeld Install appears. There is nothing in the box and after 20 minutes I just X it out. Sometimes it freezes up for a couple of minutes. The system information is as follows:
Dell-Optiplex GX270 Series
Intel Pentium 4 Processor: 2.66 GHz
Bios Version: A07

You downloaded an .iso image from the Ubuntu site, burnt in on a CD and boot from that CD?
If that is the case, you are not installing Ubuntu, but merely running it as a "live CD". The CD allows you to use/try out Ubuntu without installing it. This also explains why it is slow and sometimes seems unresponsive during startup, because the CD has to be accessed quite often.

Once the "Install" icon appears (it might also be worth to wait until it stops accessing the CD drive), it is easy: click on it (or double click? not sure), and the actual installation of Ubuntu will start after asking you a few necessary questions.
Note that while the installation is running, you can continue to use your computer normally (such as browsing the net, if you are connected via cable or wireless).
