From settings I open Printers and click on settings (gear icon) for my printer which bring up a pop-up with printer details (name , location, address, etc). There is no way to close this pop-up. Instead of a top toolbar there is thin dark line. The pop-up cannot be moved.

I assume that there is problem with creating a toolbar for this pop-up.

Should have added that I'm running 17.10 , Wayland. Last updated AM UK time.

I suggest you report a bug. Artful is not ready and not stable.

If you want an OS that will work as you expect then I suggest you wipe the install off and do a clean install of Xenial. Xenial is LTS and supported til April 2021
