Não estou conseguindo atualizar o Ubuntu 16.10 para a versão 17.04, utilizando os comandos sudo apt-get -f dist-upgrade e o update-manager -d -c .

Qual é o procedimento para atualizar?

The command for starting the upgrade from Ubuntu 16.10 to 17.04 is

sudo do-release-upgrade
