ubuntu domain

i tried alot to build ubuntu domain using ubuntu 16.04 and applying policies on clients but i failed to find a way to do that last thing i tried using ipa-server package but also i found problems after installaing every thing correctly i cannot access ipa gui so i was asking is there is a way to build ubuntu domain and joining ubuntu clients on it and applying policies on clients help please
