Installing Qt libs does not affect performance. Qtlibs are required libraries for Qt or KDE programs. So installing qt libs does not cause and performance decrease. You need them for some applications, and some KDE applications' opening time increases in Gnome desktop compared to KDE, but they don't run slower. For example, if you log in to Gnome desktop, starting the first KDE application (like Amarok) takes a bit time compared to KDE desktop. But once you ran it, it has no performance difference.
