There are only specific upgrade paths defined in Ubuntu.
Either version by version, or LTS to LTS.

From 14.04 you can do an upgrade to 16.04 (LTS to LTS).
From 16.04 you can either wait another year for 18.04 and do a direct upgrade then,
or do an upgrade from 16.04 to 16.10 and another one from 16.10 to 17.04.

A quicker solution might be to create backup copies of your private files, do a clean installation of 17.04 and then restore your private files from the backup.

Or sit on 14.04. It is supported until April 2019.

Are you seeing issues in Trusty? If not then you could wait until 18.04 (also LTS) and wipe Trusty off and do a clean install of 18.04. You can restore your user data from your backups.
