What tools are you looking for in particular? I have several tools listed in my System menu, and in addition I have the Settings Manager.
But I am using Xubuntu, so this is probably different. If I remember correctly, for standard Ubuntu you should have menu settings named "Preferences" and "Administration" or something like that. The former is for desktop settings etc., the latter for actual system configuration.

It is one of the menu items that you have to populate. It is not visible because there is nothing in it.

Go to System, Preferences, Main Menu. Locate "System Tools" from the list on the left. When you click on it, a menu will open on the right. If you place a tick next to "Configuration Editor" that will now appear under System Tools and you will have an entry under Applications for System Tools.
