I want to replace my current 1TB hard drive with my UBUNTU 16.04 OS with a new 3TB HD and install a clean UBUNTU.

My GRUB is no longer working and when I put my computer to sleep it does not wake as it did, in fact it does not recognize the keyboard or mouse . It takes many attempts and when it does start it does not even go into grub, I have to hit the F12 tab to select which drive to use and then it is even an adventure to get UBUNTU running with the screen looking normal. If a new hard drive and new os is the answer any hints, and which os is recommended. I have a disk with both 16.1 and 17.1 neither says LTS

Neither of those releases of Ubuntu are LTS. 16.04 is LTS and the next after that will be 18.04 released in April next year (every 2 years).

The Windows installer isn't very good and will simply overwrite the current bootloader with its own.

You will need to use the Ubuntu live CD / USB desktop and chroot it to the Ubuntu install and reinstate GRUB to the disk.

The April version of even years is designated LTS (long term support) with five years of updates.
All other versions (October versions and April in odd years) receive only nine months of support.

If you want to install an LTS versions, I recommend 16.04 (the dot-number currently is 16.04.2). You will get support until April 2021.

I think my problem goes much deeper. I think that there may be a problem with my motherboard or CPU, because I can't even access my DVD or USB ports.

Thanks for the help.

Hope I can get it all working again or another waste on a Windows computer and an O/s I don't use so I can reload LINUX.

If DVD and USB do not work, then it might be a hardware problem.
The first and easiest thing you could do, is disconnecting and re-plugging the cables between the motherboard and the peripherals. If you are lucky, then it is just a bad connection in one of the sockets. (Remark: beware of static electricity when working inside your computer, see https://en.wikipedia.org/wiki/Antistatic_device )
