No service responds

In my ubuntu 17.04 no service responds, apache, webmin etc, but worked since the system installation, and when I reboot the server, the local IP does not respond, I have to change from static to manual always restart the server.
Can you help me please

Oh God webmin is awful.

When you say "local IP" do you mean 127.0.0.0/8 or do you mean the class C IP on the NIC gained via DHCP?
