Why isn't PAE enabled in the default desktop kernel?

Why isn't PAE enabled in the default desktop kernel, is it because older processors don't support it? It's not uncommon these days for systems to have 4GB of memory or more.

I realise I can 'fix' the issue with:
A 64 bit edition
The server kernel package
Building a custom kernel with 64MB support enabled

I am therefore curious as to why PAE isn't enabled. Presumably PAE is either compiled in or it's not, and therefore no facility can be made to turn it off via a boot option. If this is the case then is there any sense in providing an alternate kernel package with pae for desktop systems, or would that increase test effort.

Bug link is for nvdia problem with a server kernel...

take a look.. as an example..

I have read the threads. It appears that the nvidia drivers from Nvidia won't install with a xen enabled kernel. But isn't PAE support seperate? Anyway, Obviously it doesn't work for reasons that arn't entirely clear to me.
