'apt-get' can not be used

It is unbelievable that my Ubuntu tablet do not install gcc , so I want to install gcc using command 'sudo apt-get install build-essential '.

However, this command do not work, the output of it is

'W: Not using locking for read only lock file /var/lib/dpkg/lock
E:Unable to write to /var/cache/apt
E:The package lists or status file could not be parsed or opened'

And then, I try to apt-get install other packages, but no one has been installed successfully. So I think there may be some problems in my tablet, I wish someone could help me make the command "apt-get" normally use.
