Problem Install ircd-irc2

im new to linux. and most of my friend including me only know about ubuntu. i installed lubuntu 17.04. because of that i want to know more about lubuntu. i want to use pidgin. i never use IRC so correct me if im wrong, you need to add the IRC server right? i open ubuntu help and found this page

when i want to install ircd-irc2, it's failed. because time out? (failed(Result:timeout))
and it's give me this : Failed to start LSB: Starts/stop...on.

when i try to reinstall, it's said that my ircd-irc2 is up to date. is the ircd-irc2 installed? if yes, how i can check it? or anybody want to teach me how to use IRC? i dont know anything about linux, please help. thank you

Do you want to run your own irc server, or do you just want to use an irc client?

for diagnostic purposes please provide the output of the commands

uname -a
lsb_release -crid
dpkg -l | grep irc

i think i get it now, but can someone tell me where's a good place to discuss and ask about lubuntu? i think irc is pretty dead now. or im just logged at the wrong time?

Maybe you better use the #ubuntu-desktop channel unless your question are specific to the differences between ubuntu and lubuntu.
