Dell Inspiron 7559 fans do not shut off once started, even when cool

I have Ubuntu 17.04 with the latest updates on my Dell Inspiron 7559 with the latest BIOS 1.2.2 and once the fans are started to spin, they are spinning forever even when the CPU temperature is about 30deg. Celsius. It is very annoying since on Windows once the laptop is cooled, fans are turned off and it remains quiet on idle. Also battery lifetime is worse on Linux with the fans on. There is already bug created here

It affects all the users of Inspiron 7559 who are running Linux on their laptops.
This problem exists more than a year without any solution.
