What happens when you try to install it?
What messages do you see?

Are you sure that installing NCTuns on Ubuntu is possible at all?
All documentation that I found lists fedora operating system as prerequisite.

From which source are you downloading that software?

If you want to know what ns2 is and does, you should read its documentation, e.g. http://nsnam.sourceforge.net/wiki/index.php/Main_Page
