I need to allow users to log into Ubuntu via Windows RDP.

I am hoping to use ubuntu server to allow my staff to all login from home, to their own account on the server (not on indivitual machines). I require them to be able to login to the pre-intalled windows software RDP (Remote Desktop), so they don't have to download any thing new. I also need to be able to have at least 20 users logged on at the same time on their own account doin their own things.

Please take a look at Ubuntu's xrdp package, it's a Linux implementation of RDP server.

OK, but doeas this allow lodins via the windows RDP from a windows pc?

According to the home page: yes:
"Xrdp is the main server accepting connections from RDP clients."
