Numlock changes State for all keys in Ubuntu 16.04

After a recent update I have been running into strange behavior when NumLock is Engaged where keys presses appear to backspace or delete the previous letter before typing the new one. This only happens with certain software and in certain circumstances. One example is in the find box of Libre office so I think it may be somewhat Java related but not a Java problem. Particularly this seems to be with autocomplete or find boxes but occurs elsewhere.

Using xev command I discerned that the state changes for all keys when the numlock is actuated. The state appears to be 0x0 for all keys including numbers when the NumLock is Disabled but when it is Enabled the xev command show state=0x10 for all keys. I might expect a state change for the numbers on the keypad but not for all keys. Anyone have advice for figuring out if this is a bug or a setting?
