FAT defrag

Is there a possible way to Defrag a FAT or NTFS file system with Ubuntu or something? Like a Large Flash Drive or mini micro drive etc

NTFS no, and even if there was I wouldn't trust a non-Microsoft tool to defrag the partition. NTFS is a proprietary file system and only Microsoft fully know how it works.

How big is the FAT32 partition? Is it on a flash drive or spinning disk?

It is a MiniMicro SD Card it is 64GB, In android phone which apparently only runs FAT related format

One. Simple way is to copy the data off. Wipe the storage and then copy it back.
Defragmenting flash storage does not help it. It just works the storage and shortens its life.
