Zoom Text will not work

I recently purchased my Dell and was supposed to have Windows on it instead I have this crappy system The program I use Zoom Text for vision impaired users will not load. WHY NOT

Crappy ????, where is the BUILT-IN Zoom for Windows XP or Vista...?
Press ALT + F2, type (or copy&paste) and press ENTER :

orca --enable=magnifier

Its configureable too, Press ALT + F2, type (or copy&paste) and press ENTER :

orca --gui-setup

I'm not a geek but only read the manual.
there's a more advanced Zoom system with 3D hardware aceleration if you enable Desktop effects and Read the manual.
