Multiple instances of Appearance should NOT be allowed

Right Click, Change Desktop Backgroud
That opens up a Appearance Preferences window.
Do it again, the same windows is opened (copy of the first).
Do it again.... Multiple copies of the SAME background changer should not be allowed.
