USB Webcam vs PCI TV tuner

I have in my system a PCi TV tuner card and a USB OV511 Webcam.

Here is my problem:

Both "Skype" and "Camora" do not recognise my Webcam. Instead they only allow me to choose my Video Tuner as a source.

"CamStream" recognises both.

I really want to be able to use Skype with Video calls - and know that USB cameras must be supported. any ideas?

yes, but the program must have the feature to choose the source video,
because /dev/video0 and /dev/video1 is present.

Last resort, you can disconect the tv tuner, boot, shutdown, reconect tv tunner, and boot,
so the numbers usually change /dev/video0 <------> /dev/video1

Sorry Guys for taking so long with this. I have since given up on this as skype crashes far too often for my liking anyway.
