How can I fix slow usb transfers (Ubuntu 8.10) ?

Hello.

I have an external usb hard drive (Western Digital).
The transfer rate is extremly slow (about 400-500 KB/s).
For while it worked just fine (transfer rate at about 15 MB/s).
When I try to reinstall Ubuntu with the hard drive connected, the installer stals (at the "start partinioning" point).

Ubuntu 8.10
Linux ubuntu 2.6.27-9-generic #1 SMP Thu Nov 20 21:57:00 UTC 2008 i686 GNU/Linux
