Plasma is a desktop containment system in KDE 4. It consists of the desktop, the panel (taskbar), and the widgets.
Plasmoids are the widgets you can add on either the panel or the desktop. Some plasmoids can be used for both, others can be used only specifically for either one of the desktop or the panel.
By default, Kubuntu comes with 2 plasmoids on the desktop: one is a yellow memo pad, and the other one gives a folder view called Desktop.
If you installed Ubuntu and not Kubuntu, you come with a different desktop environment, called GNOME. By default, the panel/taskbar for GNOME is on the top while the panel for KDE (on Kubuntu) is on the bottom. In GNOME, you don't get to use the Plasmoids because it doesn't use Plasma.

First and foremost, I need to confirm: are you using the latest stable Ubuntu? It should go by the name Ubuntu 8.10 or Ubuntu Intrepid Ibex. If you are using an older one, chances are, you won't get the latest KDE.

If your Ubuntu is Intrepid Ibex (8.10), then:

You need to log in using KDE as your session. If you are in GNOME, first log out. In the login screen (also known as the gdm login screen), go to Options (I think it's on lower left) and select Select Session. There you will see GNOME, KDE, failsafe or something, select KDE and press Change Session. Enter your password and login. You will be asked if you want to make it default. Just press Make Default, and your KDE session will start.

After playing KDE, if you ever change your mind and decided KDE (and Plasma) is not for you, you can reselect GNOME with the steps mentioned above.
