How do I create a Synaptic Repo for my an others use???

This may not really be a bug, I may just not know where to look for the answer, and am requesting help (no one in IRC can seem to help)....

I have to install a set of packages on a bunch of peoples PC's, and sometimes new packages get added to that list, so I have to run around and install "one more thing".
This does not make people very happy, especially with ubuntu's software repo sending them updates right before there eyes...
Here is what I would like to do....
1: Create a repository with a "MyCompany's Required Apps" package (A meta package, containing say Sun-Java-1.5 and eclipse)
2: Install that repo & package on everyones PC (and thus they get Sun-Java-1.5, and eclipse)
and then after some time...
3: Push an update so they get Sun-Java-1.6 instead, and then everyone see's the little red "You have updates button" and all is well.

How do I go about this without driving myself mad, and can I put the package on any web server, or are there "special requirements"?

On https://help.ubuntu.com/community/Repositories/Personal and https://help.ubuntu.com/community/LocalAptGetRepository you find two ways to create a local repository.

To get your local repository online you need to set up a web server for it and have the people to add it to their apt sources.

Can you help with this problem?
