Do you mean limiting users to a certain amount of home directory space?

To limit the disk space a user or a group can allocate you need to enable disk quotas. http://wiki.ubuntu.org.cn/Quick_HOWTO_:_Ch28_:_Managing_Disk_Usage_with_Quotas has a nice HOWTO (it's on the Chinese Wiki, but in English)
