4.support for addon cd which has restricted formats software,some
environments kde on ubuntu,xfce etc.
5.support for Recognizing onboard graphics card on intel motherboards
also does it recognize intel motherboards?
6.working with Iso's,mounting,unmounting etc?
7.some small apps like analog clock,clipboard organizer,better startmenu,
webcam,quicklaunch,small games like xonix etc
8.video and audio player natively playing restricted formats
including wma and wmv formats,has better interface like Kaffine.

Thanks for your question.

In this framework it is very difficult to answer all those question in one "question-thread" since this is not a forum. I think you might get a better chance to get answers here, if you limit yourself to one question in each question submission. This allows different people with different expertise and knowledge to answer that particular question. Also make sure that the title of the question allow a potential responder to see if it is in their field of knowledge.

Just by browsing through all the points, I believe a lot of the things are already possible or already true with the current Ubuntu or one of its derivatives.

Suggest those improvements on brainstorm.ubuntu.com.

For the development support, I would say it's quite good. You can use MySql or Postgress or Java Derby as the database, Eclipse and Netbeans are available as IDE for developing in Java, I'm not sure about Mono/C# but I'm seen a Monodevelop IDE as well.

Also, I would recommand you to buy some book like Ubuntu Hacks, as many of your questions are anwsered there.
