The current ubuntu release (Intrepid Ibex - 8.10) uses the 2.6.27 kernel, kernels are normally not upgraded within the same release of ubuntu.

The next release of ubuntu (Jaunta Jackalope - 9.04) is scheduled to be released in April 2009 and it will include the 2.6.28 (or possibly the 2.6.29 releases if available on time for testing)

you will be able to upgrade to Jaunty in April with the update manager

it is possible to install a different kernel yourself but this is not trivial
You could also already upgrade to Jaunty already but it is not recommended for normal use as it is the current development version and therefore instable
