"Network" Item doesn't find in Administration Menu

I bought a Desktop Edition of the Ubuntu 8.10 from "https://shipit.ubuntu.com" and installed it on windows Xp Professional (SP2).
After run the Ubuntu,I noticed that the "Network" Item doesn't exist in Administration Menu and I cann't make a Dial up connection. There is only a "Network Tool" item in this menu and it cann't help me to make a connection.
Is there other way to make the Dial up connection? Please help me.

that is network -admin GNOME
if required can be installed by
sudo apt-get install gnome-network-admin (in terminal)

or search for gnome-network-admin in synaptic and install
