I think Xubuntu is officially supported already.

Fluxbuntu is not made by Canonical and so probably won't ever be officially supported, however community support is great as well.

Like Jacob said, Xubuntu is officially supported already.

Regarding your second question (about launchpad), I can understand your concern. Right now the "Help and support" section of xubuntu.org link to the "Ubuntu" launchpad section. Although I can understand that this way there are more people to answer xubuntu questions (which often relate to ubuntu issues anyway), some new users (like me) spend quite a bit of time tying to figure out where exactly to put their Xubuntu questions & bugs.

But maybe this is also a bit a problem of Launchpad, which doesn't tell you easily where to go to, especially if you are a new user.

Can you help with this problem?
