Is your laptop set to boot from a CD? Check the BIOS.

This is not an answer to your question (the previous one given by Micah sounds good to me)

However: If your laptop is so old that it cannot run XP, it can probably not run Ubuntu either. If my memory serves me right, I've used XP on a laptop with 256 MB main memory. Not rocket fast, but usable for basic web browsing etc. If you cannot even run XP you might have even less memory.

According to https://help.ubuntu.com/community/Installation/SystemRequirements
the recommended minimum memory configuration for Ubuntu is 384 MB.

So you might want to consider Xubuntu instead.

Note: The installation issue you mention in your question is probably not solved by changing to Xubuntu.
