administration does not contain network in 8.10

Launching System, administration there isn't a network entry to change the computer name. This is a new build.

I also did an upgrade on another machine from 8.04 to 8.10 and no network entry on the upgrade as well.

I believe it's because there's the network-manager-gnome package now with command:
/usr/bin/nm-connection-editor
..and an applet with a tray icon:
/usr/bin/nm-applet

You can still install network administration:
Applications > Accessories > Terminal
sudo apt-get install gnome-network-admin

Then head to System > Administration > Network
